Command Name:	beep
For Level:	DeCKHaND
Command Usage:	.beep [user] .beep [user] [message]
What It Does:	Allows you to send a beep to another user if they are idling and you urgently need to get ahold of them. If no message is supplied then it writes "beep" on the given user's screen, is accompanied by a beeping sound, and tells the user that is being beeped who is beeping them. If a message is given, then it writes "beep" plus the message.
