A note on the "Special Codes" section. "~RD" selects a random color each time it is used, rather than for each letter after it is typed. So "~RDthis test pattern." would display "this test pattern.", entirely in one color. "~RS" is normally something one includes to make sure that it resets. "~RV" 'reverses the video', or should swap foreground and background colors. "~BP" isn't exactly a color code, but rather makes a beeping sound. You can also use 'nested' color codes, for example, "~UL~BT~FMunderlined sky blue b.g. with purple text" produces "underlined sky blue b.g. with purple text".

You'll find that color codes can be used in a lot of things, like your description, your profile, your room description, as well as the things you say and emote. Also, if you set a recap for your username, you may put color codes in that, as well. A basic example of that would be "Mordeth", who appears on EI as "MordEth". Other users have more complicated recaps and color-schemes. Another thing to note is that if you buy a coloured hat from the store, you can use that to change the color of the things you say and emote--but only to one color. To be multi-colored, though, you would need to use the color codes above.
